What insurance does Texas require for commercial trucks?
TxDMV’s Motor Carrier Division registers intrastate motor carriers and sets the minimum insurance they keep on file. The amounts below are combined single limits for bodily injury and property damage and exclude cargo (43 TAC 218.16(a)). They come from the insurance table in the TxDMV Motor Carrier Handbook (May 2025), because the dollar table in the rule itself is an attached graphic.
The handbook also lists commercial school bus and passenger bus operators ($500,000 and $5,000,000). This page covers freight.
Coverage has to stay active. Under Texas law all intrastate motor carriers register with TxDMV and maintain continuous proof of insurance or other acceptable financial responsibility. The policy must require your insurer to notify TxDMV at least 30 days before it is cancelled or expires, and a lapse can bring administrative penalties, sanctions or revocation of your operating authority (TxDMV Motor Carrier Handbook; 43 TAC 218.16(f)). Your insurer submits Form E (liability), Forms H and I (household goods cargo) and Form K (cancellation), but keeping the filing active is your responsibility.
Fees. The handbook lists, for annual registration, a $100 application fee, $10 per vehicle and a $100 Form E filing fee. Seven-day and 90-day registrations exist for most carriers but not for household goods or hazmat haulers. Fees change, so check the current TxDMV schedule before you apply.
Which Texas or federal rule applies to your operation?
Running both inside Texas and across state lines? Tell us. The answer depends on your authority setup and your contracts, and we settle it before we quote.
How does a Texas insurance filing work, step by step?
The handbook describes the path for an intrastate carrier. The order matters, because TxDMV cannot activate your number until the insurer’s filing arrives (TxDMV Motor Carrier Handbook).
- Get a valid USDOT number from FMCSA. You need it before you register with TxDMV.
- Create an account in TxDMV’s online system and submit the application. The handbook says reviews typically take 24 to 48 business hours.
- If the application is approved, you receive an email with a unique identifier number (UIN), a login ID and a password.
- Give the UIN to your insurance company. The insurer files the required insurance, Form E, electronically with TxDMV.
- Pay the applicable fees. Once Form E is filed and the fees are paid, the temporary UIN converts into an active TxDMV number.
- TxDMV notifies you and your insurer and issues the insurance cab card. Keep a printed or electronic copy in the vehicle.
- Keep the filing active. Your insurer sends changes and the Form K cancellation notice, and you check that the record still shows Active.
What else does a Texas truck need besides insurance?
What are the most common Texas trucking insurance mistakes?
- Buying a policy before you have your identifier. Your insurer needs the unique identifier number TxDMV issues after your application to file the Form E (TxDMV Motor Carrier Handbook).
- Treating the policy as the filing. TxDMV works from the filing. Check that your record shows Active after every renewal or change of insurer.
- Reading 26,000 pounds as “at or above”. The handbook’s trigger is a weight rating exceeding 26,000 pounds, so confirm the rating of every unit.
- Skipping UCR on interstate runs. The handbook adds UCR registration for interstate operations or travel into Mexico.
- Letting coverage lapse. A lapse can bring administrative penalties, sanctions or revocation of your operating authority, and the policy must require 30 days’ notice to TxDMV before cancellation or expiry.
What should you do in Texas? Our recommendation by type of operation
Owner-operator leased to a carrier
Ask the carrier first. If you run under its authority, the carrier usually sets your minimums. If you hold your own TxDMV number, your insurer files the Form E in your name. See the owner-operator page.
New MC authority or new Texas venture
Get your USDOT number, then decide whether you run only inside Texas (TxDMV number, vehicle over 26,000 pounds) or across state lines (FMCSA authority and UCR). Put primary liability on file before the first load. The new entrant guide covers the first-year audit.
Fleet
List the weight rating of every unit. Units over 26,000 pounds drive TxDMV registration, the handbook lists a $10 annual fee per vehicle, and a copy of the cab card that identifies the vehicle must be carried in it. See fleet coverage and the renewal checklist.
Bottom line: in Texas, sort your units by weight and your routes by inside or across state lines first. The insurance, the filing and the registration all follow from those two answers.
How does Ensure Inc. work with Texas trucking companies?
Ensure Inc. writes commercial trucking insurance for Texas clients by phone and email from Barrington, Illinois, so there is no office visit. In Texas the filing matters as much as the policy. The unique identifier TxDMV issues after your online application goes to your insurer, which files the Form E. After binding, check that your TxDMV record reads Active, and call us if it does not.
What each coverage does is on our commercial trucking insurance page. By type of operation, see the owner-operator, motor carrier, fleet and contract driver pages. Texas is one of the 13 states we serve (FL, GA, IA, IL, IN, MN, NC, OH, PA, SC, TN, TX, WI); see the states table.
What do you need for a Texas commercial trucking insurance quote?
- Your USDOT number, plus your TxDMV number if you already have one
- Each unit’s year, make, VIN, stated value and gross weight rating, so we can see whether any is over 26,000 lb
- Where the trucks sit overnight, and whether you stay in Texas or cross state lines
- What you haul, including any placarded hazmat, and the routes you run
- Driver names, license details and experience, employees or 1099 contractors
- Current declarations page, loss runs and renewal date
Frequently Asked Questions About Commercial Trucking Insurance in Texas
Clear answers to common questions about Commercial Trucking Insurance in Texas. Open a question to read the answer and source. Last verified: October 30, 2026.
What is the minimum commercial trucking insurance in Texas?
TxDMV lists $500,000 in liability for private and for-hire carriers with a gross weight, registered weight or gross weight rating over 26,000 pounds. Hazmat carriers need $1,000,000 or $5,000,000 depending on the material, and household goods movers under 26,000 pounds need $300,000. Interstate for-hire carriers are held to the federal minimum, which is $750,000 for most non-hazardous freight.

Do I need a TxDMV number to haul freight in Texas?
Yes, if you run inside Texas and your vehicle or combination is over 26,000 pounds, you carry placarded hazmat, or you move household goods for pay. Farm vehicles at 48,000 pounds or more, vehicles for more than 15 passengers and commercial school buses also register. The handbook lists vehicles registered under UCR that operate exclusively in interstate or international commerce as not required to register with TxDMV.

What is Form E and who files it in Texas?
Form E is the proof of liability insurance that your insurer files electronically with TxDMV. Household goods carriers also need Forms H and I for cargo, and Form K is the cancellation notice. TxDMV charges $100 for the Form E filing. The insurer submits the forms, but you are responsible for making sure the filing stays active.

What happens if my Texas trucking insurance lapses?
TxDMV can impose administrative penalties or sanctions, or revoke the operating authority tied to your TxDMV number. The policy must require your insurer to notify TxDMV at least 30 days before cancellation or expiration. TxDMV works from the filing, not from the policy, so check that your record shows Active after every renewal or change of insurer.

Does a Texas truck under 26,000 pounds need TxDMV registration?
For general freight, the handbook’s registration triggers start above 26,000 pounds, so a lighter vehicle that stays in Texas meets none of them. The other triggers are placarded hazmat, farm vehicles at 48,000 pounds or more, vehicles for more than 15 passengers, commercial school buses and household goods at any weight. A broker, shipper or lessor can still require limits, and FMCSA rules apply if you cross state lines for hire.

Do I need IRP plates and an IFTA license in Texas, and are they insurance?
Interstate operators may qualify for IRP apportioned registration through TxDMV and file fuel tax under an IFTA license from the Texas Comptroller. Neither is insurance. New TxDMV motor carrier accounts are created online in TxFLEET. IFTA returns are due on the last day of the month after each calendar quarter. Ensure Inc. places the insurance and does not issue plates or licenses.

What do Texas household goods movers need?
TxDMV registration at any weight, $300,000 in liability for carriers under 26,000 pounds, and cargo coverage of $5,000 per vehicle and $10,000 aggregate for multiple shippers. Your insurer files Form E for liability and Forms H and I for cargo. Household goods carriers are not eligible for the seven-day or 90-day registrations.

How do I insure a new MC authority in Texas?
Put primary liability on file before your first load, and tell your agent whether you will run only inside Texas or also across state lines. FMCSA will not grant operating authority until the minimum is on file. If you run only inside Texas and your vehicle is over 26,000 pounds, the TxDMV number needs the Form E filing from your insurer. Our new entrant guide covers the first-year audit.

How much does commercial trucking insurance cost in Texas?
It depends on your units, drivers, cargo, radius and loss record, so any number given without them would be a guess. For Texas we also look at where the trucks are garaged and whether you run inside the state, across state lines or both. Send the details and we price real options from the insurers open to your operation. The renewal checklist shows what to gather.
