What Progressive Announced
In a notice to its agency partners dated September 29, 2026, Progressive said it had launched additional states for its UIIA program — the coverage intermodal truckers need to interchange containers, chassis, and trailers under the Uniform Intermodal Interchange & Facilities Access Agreement. The update covers both the non-fleet segment (0–9 units) and the small fleet segment (10+ units).
Until now, the program was available in eight states: Florida, Georgia, Illinois, Maryland, Pennsylvania, South Carolina, Texas, and Virginia — a list that matches what an independent agency reported in June 2026. Thirty more states were added, for a total of 38. As an agency partner, Ensure Inc. received the notice directly and checked it against Progressive’s and IANA’s public documents the same day (see “How we verified this article” below).

Non-Fleet vs. Small Fleet: Which One Are You?
Progressive’s notice splits the program by size, using “units”:
- Non-fleet (0–9 units) — owner-operators and very small carriers;
- Small fleet (10+ units) — carriers that have grown past nine units.
The notice does not define “unit.” Progressive’s public UIIA page describes small fleets as “up to 9 power units,” so the 10+ segment is new information from the agent notice. Ask how Progressive counts your equipment before you assume which segment you fall in.
What This Means for Intermodal Carriers
More states, more options. Trade press has long noted that not all insurance companies can do UIIA, so a program available in 38 states is worth checking — particularly if you operate outside the original eight.
But availability is not approval. Eligibility, pricing, and terms are still Progressive’s underwriting decisions, and IANA’s agent guide says Progressive writes UIIA only on a limited basis and requires confirmation of the endorsement, hired auto, and additional-insured coverage.
And insurance is only half the job. You still need a SCAC code, an active UIIA account, the right endorsements, and trailer interchange coverage that fits your equipment providers’ rules. Our UIIA insurance requirements guide covers all of it.
If you already have UIIA coverage, do not cancel it on the strength of this news. The UIIA system expires policies at 12:01 a.m. on the expiration date, and IANA’s own example warns that a one-day gap between policies is a gap. Move only when the new policy is bound and accepted in the UIIA system.

Count your units
Know whether you are 0–9 or 10+ units and how Progressive counts them.
Have your codes ready
US DOT number (and MC for port or rail work), SCAC code (issued by NMFTA), and Federal Tax ID.
List your equipment providers
Which ocean carriers, railroads, and lessors do you interchange with? Their cargo and trailer interchange limits vary.
Note your expiration date
The UIIA system expires policies at 12:01 a.m. on the expiration date. Start early and leave no gap.
Ask about the endorsements
Auto policy form, hold-harmless endorsement (UIIE-1 / CA 23 17), hired auto, and additional insured — plus IANA’s extra confirmation for Progressive.

When did Progressive’s UIIA expansion take effect?
September 29, 2026, according to Progressive’s notice to its agency partners, which says the additional states were launched “effective today.” Progressive’s public UIIA page had not yet been updated to list states when we checked on September 29, 2026.

Is Progressive UIIA insurance available in all 50 states?
No. Twelve states are not part of the announced program: California, Connecticut, Hawaii, Louisiana, Massachusetts, Michigan, Minnesota, Mississippi, New Jersey, New York, North Carolina, and Washington. Progressive’s notice does not mention the District of Columbia.

What fleet sizes does the Progressive UIIA program cover?
Progressive’s notice says the additional states apply to both non-fleet accounts (0–9 units) and small fleet accounts (10+ units). The notice does not define “unit.” Progressive’s public UIIA page speaks of small fleets “up to 9 power units,” so ask how your equipment is counted before you assume which segment you fall in.

Does the expansion mean every trucker can get Progressive UIIA coverage?
No. A program being available in a state is not approval: eligibility, pricing, and terms remain subject to Progressive’s underwriting. IANA also notes that since January 22, 2026 Progressive writes UIIA coverage on a limited basis and requires extra confirmation for its policies.

Has Progressive announced the 38 states publicly?
Not as of September 29, 2026: Progressive Commercial’s public UIIA page still says coverage is offered “in select states” without listing them, and Progressive’s newsroom has no release about it. The 38-state list is based on Progressive’s notice to its agency partners. We will log any change in the Update Log on this page when Progressive or IANA publish it.

Why does IANA say Progressive writes UIIA on a “limited basis”?
IANA’s agent guide states that effective January 22, 2026 Progressive will only write UIIA coverage on a limited basis, and it requires confirmation that the UIIE-1 or CA 23 17 (ed. 11/20) endorsement is on the auto policy, that hired auto coverage is in place, and that the additional-insured endorsement is on the auto liability. IANA does not explain Progressive’s reasons. Its April 2026 agent webinar adds that the confirmation is provided as evidence on the declarations pages directly from Progressive.

What does a Progressive UIIA policy have to include?
Progressive’s public UIIA page lists auto liability limits of $1 million or more, hired auto limits of $1 million or more, and trailer interchange coverage. On top of that, IANA’s own UIIA requirements apply: $1M per occurrence general liability with no portion self-insured, a hold-harmless endorsement, cargo, and equipment providers named as additional insured. What is the UIIA and who needs it?
The UIIA is the Uniform Intermodal Interchange & Facilities Access Agreement — the standard industry contract between intermodal motor carriers and equipment providers — and carriers that interchange containers, chassis, or trailers owned by ocean carriers, railroads, or leasing companies generally need to participate. IANA reports more than 13,000 motor carrier signatories and says the UIIA covers about 95% of North American intermodal equipment interchanges.

What do I need before I request UIIA insurance?
A US DOT number (and an MC number for port or rail-ramp work), a Federal Tax ID, a SCAC code issued by NMFTA, your equipment provider list, your unit count, your current insurer and expiration date, and your state. You have 30 days to activate your UIIA account after starting the application, and your agent needs your SCAC to submit insurance.

Should I move my UIIA insurance to Progressive right away?
Not before you know you qualify: do not cancel existing UIIA-compliant coverage until a new policy is bound and accepted in the UIIA system, because the system expires policies at 12:01 a.m. on the expiration date and IANA warns that a one-day gap is a gap. Ask your agent to confirm the new policy’s endorsements, additional insureds, and start date first — and to submit it to IANA before the old one expires.
